The Federal Energy Regulatory Commission (FERC) has granted Tres Amigas' request for authorization to sell transmission services for a three-way transmission station in New Mexico. The proposed interconnection between the Eastern Interoconnection, Western Interconnection, and the Texas Interconnection (ERCOT) is designed to allow electric power to flow across the entire nation and through interconnections with Canadian and Alaskan power grids, across all of continental North America.
The Tres Amigas project has announced that it intends to use superconducting high voltage direct current (HVDC) technology. The interconnection should enable broader access to renewable energy. FERC has said that it supports the development of new transmission infrastructure, especially projects that provide location-constrained resources (wind, solar) with access to markets in populated areas.
FERC has been careful to ensure that Tres Amigas is prevented from artificially limiting the amount of capacity during the open power season. There is also still an open issue regarding whether FERC, which only has jurisdiction over interstate transmission, will have jurisdiction over ERCOT when it is connected with the Eastern and Western Interconnections, over which FERC does have jurisdiction.
