The IAEA has been informed that venting of the containment of reactor Unit 3 of the Fukushima Daiichi nuclear power plant started at 9:20 AM local Japan time of 13 March through a controlled release of vapour. The operation is intended to lower pressure inside the reactor containment.
Following the failure of the high pressure injection system and other attempts to cool the reactor, injection of sea water has started. The authorities have informed the IAEA that accumulation of hydrogen is possible and that means there is a risk of a second explosion, but that, as with Unit 1, it is expected that the containment vessel could withstand the impact and the nuclear reactor itself would not be damaged.
At this point it appears that sea water has been injected into Units 1,2,3, which means that effectively they have been decommissioned. The other three units at Fukushima Daiichi were off line for inspection at the time of the earthquake.
